Description: Requires the public utilities commission to regulate transportation network companies and transportation network company drivers. Requires drivers to register as business entities with the Department of Commerce and Consumer Affairs. Establishes insurance requirements and qualifications for persons who operate or serve as drivers for transportation network companies. Appropriates funds to the PUC. (SB1280 HD1)
